In 2016, Luxembourg is holding the presidency of the Benelux Committee of Ministers for the 2nd time since the new Benelux Treaty entered into force in 2012. Just as during its recent presidency of the Council of the European Union, Luxembourg will put its fundamental values – reliability, dynamism and openness – at the service of the Benelux. The 2016 Annual Plan, adopted by the Benelux Committee of Ministers on 16 November 2015, especially highlights the areas of personal security, mobility, the promotion of environmental protection, as well as the further development of the Benelux internal market. These priorities are not isolated actions, but fall within the ambit of the Benelux Union which aims, as is the case for the close cooperation with the Dutch presidency of the EU in the first semester of 2016, to support European integration and build on its role as a pioneer within the EU. The Luxembourg presidency will encourage an accelerated implementation of the Benelux Action Plan for jobs and growth, which was adopted on 29 April 2015 during the Benelux Summit. The completion of the internal market within the Benelux will enable businesses and citizens to take full advantage of a real single market, and will also eliminate the remaining barriers for companies and consumers, who are the drivers of cross-border activity. The further strengthening of the cooperation between the Benelux countries in the areas of energy and transport, mobility and personal security, as well as cross-border workers and the transfer of diplomas and professional qualifications will be defining elements of the Luxembourg presidency. Additionally, improving cross-border healthcare and the movement of patients as well as the digital exchange of data are all priorities. The Benelux asylum and migration policy, along with the development of the 4th Senningen Action Plan, among others, will also be intensified. Under the Luxembourg presidency, the Benelux will also better protect its environment by tackling the issues linked to climate change, environmental protection and energy efficiency.
